Washington State has delayed the latest (C-2021) commercial code several times.  The most recent delay is till March 15^th, 2024.  Buildings permitted after March 15^th, 2024, will be required to meet the building thermal envelope test, also known as an air barrier testing, as required by C402.5.3 of the Washington State Energy Code 9WSEC C-2021.

What exactly does that mean for general contractors?  Here is an easy comparison between the C-2018 and C-2021 code.
